The Forestry Department is seeking suitably qualified candidates to apply for the following position:
Forest Resource Assessment Officer (Level 7)

Job Purpose
Under the general direction of the Manager, Forest Resource Information Management (FRIM) the incumbent will lead the processes relating to forest resource assessment, inventory and reporting to support the planning, utilisation and development of the forest resources managed by the Agency.

Key Responsibility Areas
Management and Administrative Responsibilities
Leads in the development and implementation of forest biophysical inventory plans and schedules;
Generate critical data /reports as inputs to the development of Forest Management Plans;
Develops, executes and monitors the inventory and plantation assessment unit plans which are aligned with the Division/Branch Operational plans.
Provides inputs to the Branch’s annual strategic and budgetary planning sessions
Manages and allocates resources to accomplish programme objectives, providing leadership and direction for assessment teams that promote/enhance the achievement of Units;
Provides advice/information on aspects of resource vegetation inventories, growth, yield, volume, decay and monitoring;
Ensure that verification assessments are carried out to add validity to the data collected.
Conducts periodic evaluation of the performance of the Unit to assess the achievement of its objectives;
Submits monthly, quarterly and other specialised reports as required to the Manager, FRIM
Technical/Professional Responsibilities
Develops forest inventory plans and programmes, regeneration surveys, growth and yield assessment and projections of plantations in alignment to the Agency’s national Forest inventory Assessment programme;
Plans and coordinates the implementation of all forest inventories, ensure that the programme is aligned with international best practices in forest inventories;
Responsible for all volume assessment and valuation of timber and non-timber forest resources and the verification of such volumes;
Completes final cruise for sawlog volumes to help determine volumes and values of species to be cut in to develop annual allowable cuts for harvest scheduling;
Verifies presale volumes and assists in the formulation of timber -harvesting sanitation practices recommendations/prescriptions;
Assesses and values forest resources losses after natural and or human-made disasters;
Develops harvesting schedules and verifies timber sales volumes guided by management plans and stand data for the orderly and systematic harvest of timber;
Assist in the implementation of Carbon stock assessment activities;
Provides biophysical data and advice for the development of Silviculture plans/prescriptions and Forest Management Plans;
Reviews and submits all forest resource assessment and inventory reports;
Provides and maintain reference materials and software documentation for timber cruising and forest inventory systems used by the biophysical inventory team for forest inventory data maintenance and reporting;
Ensures that the Agency/Division/branch is kept current with international/regional and national information on forest and plantations inventories and related information;
Any other related duty.
Human Resource Responsibilities
Monitors and evaluates the performance of direct reports; prepare performance appraisals and recommends and initiates corrective action where necessary to improve performance and to attain established personal and organisational goals;
Provides guidance and leadership to direct reports through effective planning, delegation, communication, training, mentoring and coaching;
Ensures the welfare and developmental needs of team members are identified and addressed;
Establishes and maintains a system that fosters a culture of teamwork, employee empowerment and commitment to the Unit and Agency’s goals;
Informs team members and demonstrates to them how tasks are performed;
Liaises with the Human Resource Management & Development Branch on personnel matters regarding staff;
Manages and allocates staffing resources to accomplish programme objectives, providing leadership and direction for inventory teams that promote the achievement of the Unit;
Assists in the identification of the training needs for biophysical inventory staff; plans and implements actions to satisfy those requirements and maintains Employee Performance and Development Plans.

Minimum Required Education and Experience
B.Sc. degree in forestry, natural sciences, natural resource management or related field
Certificate in Supervisory Management.
A minimum of four (4) years’ experience in forest plantation management, biometrics, silviculture and mensuration forest planning/harvest scheduling, growth and yield modelling, data analysis and statistics
Proficiency in spatial planning software.
