Memorandum Officer –Four (4) Posts
The successful candidates will report to the Supervisor, Memorandum

Job Purpose
To classify instruments and documents lodged for registration under the Registration of Titles Act and Registration (Strata Titles) Act to determine the fee payable and asses the fee to be paid and advise the customer.
To perform an examination of instruments and documents processed in the Memorandum Department for completeness and adherence to legal and procedural requirements and provisionally approve same.
To perform an investigation of Certificates of Title to determine whether the intended dealing/transaction related to said instruments/documents may be endorsed.
To prepare draft memoranda for endorsement on existing Certificates of Title in accordance with established drafting requirements, ensuring that all relevant and necessary information is stated.
To make endorsements related to the registration of dealings on existing Certificates of Title.

Key Responsibility Areas
Assessment and Pre-checking of Documents
Receives all instruments and documents submitted to the Office of Titles (Memorandum Department) for registration.
Examines said instruments and documents to classify the type of application for purpose of assessing fees payable and notes fee on documents.
Ensures that the relevant duplicate Certificate(s) of Title has been submitted by the customer.
Affixes unique sequential registration code on each instrument and document using Aumentum software system (or any other established registration system).
Advises members of the public on matters concerning fees payable on Memorandum instruments/documents.
Ensures that required documents have been submitted to cashier for cashier endorsement to be affixed to document.
Preparing Draft:
Examines said instruments and documents and verifies that:
They are in appropriate form to effect the proposed dealing;
They bear appropriate notation from Tax Administration Jamaica regarding the payment/exemption of/from transfer tax and stamp duty;
They are compliant with statutory and established procedural requirements;
Appropriate fees have been paid; and,
Ensures that relevant information regarding parties to transactions and property information is entered/updated on the Aumentum (or any other established registration system).
Preliminarily approves documents for registration if documents are in order.
Completes Batching Sheet and submits approved instruments and documents to Legal Officers for signing.
Receives signed instruments and documents from Legal Officers.
Checks documents against Batching Sheet to ensure that items listed are enclosed for printing.
Ensures that documents are submitted with the related Certificate(s) of Title.
Checks the accuracy of draft endorsements on Aumentum (or any other established registration system).
Liaises with the relevant Legal Officer regarding facilitating corrections to the drafts on Aumentum.
Prints endorsements in accordance with established guidelines.

Required Competencies
The post-holder will be able to demonstrate:
Excellent interpersonal skills
Knowledge of principles and practice of land registration and good knowledge of the Registration of Titles Act and Registration (Strata Titles) Act.
Working knowledge of the Stamp Duty Act and Transfer Act, also knowledge of several statutory provisions which have a bearing on the registration of dealings.
Excellent proof reading skill
Excellent keyboarding skills
Competence in the use of relevant computer software

Minimum Required Education and Experience
Five CXC/GCE O ‘level subjects including a numeric subject and English Language,
Diploma in Paralegal Studies
Certificate in basic computer training would be an asset
