Operations Manager (GMG/SEG 3)(VACANT)

Job Purpose
Under the direction of the Director, Waste Management the incumbent is responsible to manage the day-to day administration and operation of the Waste Management Unit through planning, directing and coordinating support services to facilitate the effective and smooth functioning of the Treatment Facilities. She/he will assist with administrative, finance, procurement, public relation and marking activities, and liaise with political directorates’ functionaries at the Ministry of Health, Regional Health Authorities, Healthcare Facilities, Medical Waste Treatment Facilities, Line Agencies and other stakeholder to accomplish the Unit’s programme objectives and targets

Strategic and Operational Plan developed and implemented and implemented
Contracts and Service level agreements developed and monitored
Inventory Management System developed and managed
Reports prepared
Staff welfare programme developed
Performance Appraisals conducted and evaluation reports prepared
Staff education material developed and implemented

Key Responsibility Areas
Administrative Responsibilities
Ensure effective and efficient administration of the Waste Management Unit through the provision of support services related to the implementation of the Units programme objectives
Manage day-to day operation of unit’s Waste Treatment Facilities
Assist in the development of the strategic and operational plans to efficiently manage the business of the Unit
Monitor and ensure compliance with all licenses, permit and certifications issued for the Unit’s waste Treatment Facilities by various regulatory bodies
Review continually with the director the performance of the unit in terms of the achievement of objectives and taking remedial action where necessary
Human Resource
Develop and manage the welfare and performance of staff including tranderring skill, motivating staff, setting performance targets, monitoring performance, providing feedback to staff arranging for training
Schedule and conduct appraisals of supervisees based on performance assessment criteria and ensure timely submission of performance evaluation reports
Provide leadership and technical support to staff through effective objective setting delegation and communication
Participate in the recruitment process of staff for the unit
Provide guidance to staff through coaching, mentoring and training, and providing assistance and support as needed
Procurement & Finance
Prepare annual Procurement plan
Oversee all procurement activities to ensure timely completion of the process and delivery of goods and services
Ensure compliance with GOJ Procurement Guideline and inventory Management procedures
Continuously assess the unit’s services offering with a view of expanding the services provided to increase the revenue earning potential of unit
Prepare annual budget for the unit
Customer Services/Public Relations
Understand the business environment in which the unit operate through monitoring of service standards and competition, to improve treatment and collection service
Develop and implement strategies to create/transform the image of the WMU as a professional workforce that provides high quality medical waste collection and treatment service
Establish formal instruments to understand market and industry trends to guide management strategies that will optimize on opportunities that exist to improve customer service and financial position of the unit
Other Responsibilities
Perform other job related functions so assigned or as necessary to maintain the performance standards of the Waste Management Unit

Special Conditions Associated with Job
Required to work beyond normal working hours from time to time to meet deadline
Requires travelling occasionally to different locations within the area of responsibility
Working environment at the medical waste treatment facilities involves the mechanical handling of hospital infectious waste
Typical office working environment, no adverse working condition.

Required Competencies
Functional/Technical
Working knowledge of business process, operations management and financial management
Sound knowledge of Government and General Accounting
Excellent knowledge of Public Sector Regulations
Sound knowledge and experience of GOJ procurement, financial management and inventory management guidelines

Minimum Required Qualification and Experience
Bachelor’s degree in Business Administration, Operation Management, Public Administration, Management Studies, or equivalent related field
Minimum of three (3) years working experience in a senior capacity
Experience in public relations, sales/marketing, project management financial management and corporate governance would be asset
