The Ministry of Labour and Social Security (MLSS) invites applications from suitably qualified individuals to fill the following vacant post:
Project/Special Accountant (FMG/PA 1)– Projects Accounts Unit

Job Purpose
Reporting to the Senior Project Accountant, the Officer assists with the maintenance of cash management within the limits of the approved budget and loan agreements. The Officer will be the Custodian of cheque leaves for the Administrative Accounts:
– Its approved project framework
– The guidelines prescribed by the Financial Secretary
– The priorities and policies of Government
– The loan and technical agreements with international lending agencies.

Key Responsibilities
Technical
Generates listing of payees based on Project Component linked to Operational Plan;
Reconciles expenditures and Jamaican Dollar bank balances with United States advances given by International Lending Agencies;
Prepares and submits Expenditure Statement based on loan disbursement categories;
Updates Lending Agencies Websites with relevant information;
Monitors the expenditure of projects and grants to ensure compliance with the Procurement Plan;
Monitors cash flow to ensure timely receipt of advances;
Prepares listings of expenditure advanced by the Government of Jamaica (GoJ) pending receipt of reimbursements from International Lending Agencies;
Monitors Project Funds on a daily basis;
Issues and receives cheques for Administrative Accounts;
Performs Electronic File Transfers for payments via commercial banks;
Manages cheque inventory for Administrative Accounts;
Verifies Cheque Files to facilitate printing of beneficiary cheques.
Management/Administrative
Attends meetings with Lending Agencies, Ministry of Finance and the Public Service and Commercial Banks regarding special accounts;
Generates reports for World Bank, Inter-American Development Bank and the European Union;
Prepares various documents for dispatch to the Ministry of Finance and the Public Service, World Bank and Inter-American Development Bank and the European Union;
Monitors the maintenance of cheque printing machine.

Reviews application for leave.

Minimum Required Qualification and Experience
AAT Level 3 or;
ACCA-CAT Level 3 or;
Diploma in Accounting from a recognised University or;
Associate of Science Degree in Accounting, MIND, or;
Diploma in Government Accounting, MIND, or;
Bachelor’s Degree in Accounting/Management Studies with Accounting or BBA from a recognised University.
