The National Land Agency invites applications from suitably qualified candidates to fill the following vacant post within the Estate Management Division:
Property Administrator(Strategic Portfolio Management) – (1 Post)
The successful candidate will report to the Senior Property Administrator (Strategic Portfolio Management)

Job Purpose
To support a strategic and structured approach that maximizes the functional and financial performance of the portfolio of real properties owned and/or managed by the Commissioner of Lands, through acquisition, maintenance and eventual disposal, in accordance with existing policy, guidelines and legislative framework

Key Responsibilities
Management/Administrative Responsibilities
Assists with the review and documentation of policies and procedures for the unit
Assists with the implementation of objectives and the assessment of results
Assists with the delegation of tasks and assesses progress
Ensures activities of the unit are carried out within established regulations
Responds to inquiries from prospective and existing and clients
Assists with the preparation of reports on the performance of the Division
Strategic Responsibilities
Compiles and maintains an accurate and accessible inventory/database of real properties leased from private entities to the Commissioner of Lands (COL) on behalf of Ministries, Departments and Agencies (MDA)
Compiles and maintains an accurate and accessible inventory/database of real properties owned by the Commissioner of Lands and occupied by MDA
Compiles and maintains an accurate and accessible inventory/database of available space in the market to enable assessment and recommendation for current and forecasting needs
Assists with the forecasting of space requirements based on the needs of the Commissioner of Lands and Ministries, Department and Agencies
Assists with the evaluation of GOJ Real Property Portfolio and undertakes strategic alignment through an assessment of the current supply in relation to the forecasted needs and makes appropriate recommendations
Assists with the evaluation of privately owned properties and undertakes strategic alignment through an assessment of the current supply in relation to the forecasted needs and makes appropriate recommendations
Liaises with external technical agencies to undertake assessment of spacial needs relative to staff complement and operational requirements
Assists with the monitoring of the inventory of leases to determine appropriate action required as per established lease terms and conditions (renewal, surrender, termination, breaches etc.)
Assists with the preparation of periodic reports on property related data for properties within the GOJ Real Property Portfolio
Technical/Professional Responsibilities
Property Management
Assists with the evaluation of suitable tenants for available portfolio properties being rented
Undertakes periodic site visit/inspections of managed properties to ensure conformity with established lease requirements
Assists with coordinating, overseeing and inspecting properties to ensure maintenance and repairs to properties are completed by contractors/suppliers as per adherence to contractual deadlines, costs and quality requirements
Investigates property complaints from tenants and makes necessary recommendations
Efficiently and effectively identify rental violations and makes recommendation for appropriate corrective actions
Assists with the arrangement of contracts for maintenance, trash removal, landscaping, security and other ongoing services and manages disputes with service providers where appropriate
Undertakes inspection of properties to aid the negotiation process
Requests Certificates of Valuation/Report for properties to assist with the negotiation process to ensure consistency with market trends
Financial Responsibilities
Collects rent and maintenance fees and makes lodgements to relevant accounts in accordance with the FAA Act, its attendant regulations and other statutory requirements
Other Responsibilities
Makes recommendations to the Divestment Unit for properties to be leased or subleased
Keeps abreast of trends and developments in real estate and land reform and recommends their application where appropriate
Attends tenant meetings as and when required
Attends regular meetings to discuss and review all pertinent day to day issues regarding real properties under the portfolio
Performs other related duties assigned from time to time by the Manager, Property Services, Senior Director, Estate Management

Required Competencies:
The post-holder will be able to demonstrate:
Excellent interpersonal skills
Excellent judgment, decision making and problem solving skills
Good oral and written communication skills
Competence in the use of relevant computer applications

Minimum Required Education and Experience:
B.Sc. degree in Estate Management or equivalent degree
Certificate in Supervisory Management
Two years working experience in Land Administration
