Public Procurement Officer (GMG/AM 3)

Job Purpose
Under the direct supervision of the Director, Human Resource Management & Administration Branch, the Public Procurement Officer, is responsible for conducting researches, checks, verifies, and maintains records of all goods and services procured and delivered to the Public Procurement Commission (PPC).

Key Responsibilities
Management/Administrative Responsibilities
Provides advice on procurement policies and procedures.
Participates in the operational plan and work programs.
Advises on suppliers’ reliability/ suitability and performance.
Attends meetings of Procurement and Contracts Committee.
Maintains up to date procurement records.
Ensures that procurement practices conform to the Public Procurement Act, Financial Audit Act (FAA) and Government Procurement Guidelines.
Monitors and maintains an inventory listing of all equipment brought within the PPC.
Acts as purchasing agent on behalf of the PPC.
Technical/Professional Responsibilities
Sources suitable and registered suppliers from which to purchase office products, and equipment.
Requests pro-forma invoices from reputable suppliers.
Liaises with internal/external customers to ensure efficiency in the delivery of goods.
Assists the Finance and Accounts Unit with the necessary information as it relates to the preparation of cheques for payments and reconciliation of accounts.
Prepares documents for the signature of the Director, Human Resource Management and Administration.
Collects items and checks to ensure that the right quality and quantity of goods are received as per the purchase order and according to specification.
Ensures that goods are received
Assists with the acquisition of clearance letter from N.I.S and National Housing Trust and Tax Compliance Certificate from the Collector of Taxes for the PPC to be exempted from these taxes.
Ensures goods procured are of quality and are obtained at the lowest prices.
Ensures that purchases are made within the procurement guidelines.
Investigates supplier’s performance, capabilities and the competitiveness of the prices.
Prepares and issues purchase orders and ensures that they are zero-rated by the General Consumption Tax Office.
Inspects goods with officers for whom furniture and equipment will be procured.
Provides the Finance and Accounts Unit with the necessary information as it relates to the preparation of cheques for payments and reconciliation of accounts.
Liaises with customs brokers to ensure that imported goods are cleared from wharves and airports on time and accordance with established Government Regulations.
Prepares and submits reports to the Director, Human Resource Management & Administration Branch for all goods purchased by the PPC inclusive of cost and locations supplied.
Monitors orders and re-orders levels in order to minimize incidence of extravagance and waste.

Proficiency in the relevant computer applications.
Minimum Required Qualifications and Experiences
Diploma/Certificate in Public Administration/Management Studies along with three (3) years related work experience in procurement of goods and services.
Sound knowledge in Government Procurement Procedures and Financial Regulations.
OR
Training in Procurement and Supplies Management.
Minimum of three (3) years’ experience in Procurement.
Minimum of two (2) years’ experience in Administration.
