Title Investigator
The successful candidates will report to the Supervisor, Memorandum

Job Purpose
To keep an accurate record of documents/transactions entering and leaving the Memorandum Department
To dispatch files to Memorandum Officers and Legal Officers
To keep track of due dates to ensure that transactions are completed in a timely manner
To assist with drafting memoranda for entry on a Certificate of Title
To perform an examination and investigation of instruments processed in the Memorandum Section for completeness and adherence to legal requirements and provisionally approve same.

Key Responsibility Areas
Receives all instruments and documents submitted to the Memorandum Department.
Maintains an accurate log of all documents and instruments that are submitted to and dispatched from the desk.
Make checks to ensure that the instruments and documents listed as being received from the Assessor’s desk is in fact received in the Memorandum Department.
Examines instruments and documents submitted to ensure that an instrument number is affixed.
Arrange documents received in the Memorandum Department into batches to distribute to Memorandum Officers for the drafts to be prepared.
Arrange documents drafted by Memorandum Officers into batches to distribute to Legal Officers to be signed.
Prepares batching sheets for work distributed to Memorandum Officers and Legal Officers to keep track of the work assigned.
Keeps track of due dates for work assigned to Memorandum Officers and Legal Officers to ensure that work is completed within the prescribed time.
Receives and log all Powers of Attorney.
Distributes Powers of Attorney to Legal Officers to be signed.
Receives signed Powers of Attorney, make a note in the relevant book and send the document to the Scanning Department.
Receives rejected Powers of Attorney, make a note in the relevant book and send the document to the Dispatch section.
Receives and log all Lost Title Applications received in the Memorandum Department.
Distributes Lost Title Applications to the Legal Officers for the Notices to be prepared.
Receives completed memorandum transactions and make a note of them in the relevant book.
Takes completed memorandum transactions, within the required time, to the Scanning Department.
Accepts rejected memorandum transactions from Memorandum Officers, note the rejections and take the rejected transactions to the Dispatch section.
Prepares daily reports concerning the flow of work in the Memorandum Department.
Other Responsibilities
Processes twenty (20) to thirty (30) memorandum transactions per day, in the following ways:
– Examining instruments and documents submitted for registration to ensure that they comply with the relevant laws.
– Examining instruments and attachments to verify that they meet legal and procedural requirements.
– Preparing draft memoranda for documents that meet all requirements for engrossing on Certificates of Title to effect registration of intended dealings.
– Completing Caveat and Power of Attorney checks for each Certificate of Title.
– Preparing requisitions for rejected documents detailing any insufficiencies detected on examination.
– Submitting approved documents to Legal Officers for signing.
– Printing memorandum transactions signed by Legal Officers.

Required Competencies
The post-holder will be able to demonstrate:
Excellent interpersonal skills
Excellent keyboarding skills
Excellent time management skills
Knowledge of the principles and practices of land registration and good knowledge of the Registration of Titles Act and Registration (Strata Titles) Act.
Working knowledge of the Stamp Duty Act and Transfer Act, also knowledge of several statutory provisions which have a bearing on the registration of dealings.
Excellent proof reading skills
Competence in the use of relevant computer software

Minimum Required Education and Experience
Five CXC/GCE O ‘level subjects including a numeric subject and English Language,
Diploma in Paralegal Studies
Three (3) years’ experience at a similar/related position
Certificate in basic computer training would be an asset.
