Manager, Titles Operation
The successful candidate will report to the Senior Director/Registrar of Titles
Job Purpose
Under the general direction of the Senior Director, Land Titles/Registrar of Titles, the incumbent directs and manages the Dispatch Unit, Scanning Unit and the Records Branch of the Land Titles Division to ensure that customers’ needs are satisfied so that they can leverage their different concerns as needed.
Key Responsibility Areas
Management/Administrative Responsibilities
Assists in the preparation of the Divisional plan and budget
Ensures implementation and compliance of policies and procedures
Demonstrates leadership through ethical behaviour, delegation and sharing of knowledge and skills
Develops and implements operational objectives, evaluates results against objectives and takes corrective action where necessary
Conducts performance reviews in accordance with PMAS guidelines
Promotes continuous professional development and career advancement
Establishes and fosters a culture of teamwork
Prepares and submits reports on performance of the section
Ensures dissemination of relevant information within the section and encourages feedback
Participates in selection of staff for the Agency
Maintains discipline and work ethic among staff
Technical/Professional Responsibilities
Ensures that all incoming documents adhere to legal requirements
Ensures all Titles and documents are scanned and indexed
Monitors the movement of documents to ensure they are delivered to customers
Oversees requests for searches of Land Title Records
Arranges, indexes, classifies and stores all records generated at Land Title Records
Recommends the incorporation of appropriate trends and developments in customer service to increase effectiveness and productivity
Evaluates customers’ needs and makes recommendations for improvements
Addresses queries, complaints and requests from clients
Maintains relationships with client community, service providers and other relevant groups
Prepares and dispatches correspondence providing and requesting information from and to customers
Assists with the design and delivery of training peculiar to the section
Arranges and delivers seminars to internal and external customers
Other Responsibilities
Assists with public education/outreach programmes conducted by the Agency
Attends meetings on behalf of the Agency as required
Performs other related duties assigned from time to time by the Senior Director
Required Competencies
The post-holder will be able to demonstrate:
Excellent interpersonal skills
Competence in use of relevant computer software
Knowledge of the principles and practices of land titles registration and a good knowledge of the provision of the Registration of Titles Act
Tact
Excellent oral communication skills
Experience in information management
Initiative
Minimum Required Education and Experience
Bachelors of Science Degree in Public Administration/Business Administration or equivalent qualification
Legal training would be an asset
Certificate in Supervisory Management
Five (5) years related work experience three (3) of which should be in a supervisory position
